Taiwan: Major Industires TAIWAN: MAJOR INDUSTRIES The major industries in Taiwan are electronics, petroleum refining, armaments, chemicals, textiles, iron and steel, machinery, cement, food processing, vehicles, consumer products, pharmaceuticals. Competitive Advantage and Market Strengths Taiwan plays a major role in the global semiconductor industry, as the unique structure of its IC industry fosters close cooperation among diverse yet essential elements in the value chain, ranging from IC design and manufacturing to packaging and testing. Investment Opportunities and Market Potential The National Si-Soft Project was launched in 2003 in an effort to upgrade Taiwans IC industry from mainly contract manufacturing to RD and innovation oriented production. The project aims to make Taiwan the one-stop shop for IC designs, mix-and-match intellectual properties, manufacturing, and testing. The National Si-Soft Project is devoted to developing System-on-Chip (SoC) infrastructure in Taiwan. Specific contents of the Si-Soft Project include automation software, silicon intellectual property (IP), embedded software, and system single chip, which are all essential in IC design. New IC designs will in turn drive the development of information household appliances, photoelectricity, internet technologies, energy, communication, biological chips, and nanotechnology. The overall production value of the flat panel display (FPD) industry alone has increased more than twofold since 2001, totaling US$7.39 billion, of which 83.4% came from the production of large size TFT-LCD units. In Q1 2004, the islands Flat Panel Display (FPD) sales reached NT$171.3 billion (US$5.1 billion), a 115% increase on the previous year, and 2004 sales are projected to reach NT$727.1 billion (US$21.7 billion). As Taiwan manufacturers are positioned to start mass production on next generation panels (6th, 7th, and 7.5), the total production value of Taiwans FPD industry will surpass NT$1 trillion. Taiwan is currently expected to account for 41% of large-sized TFT-LCD panel supply in 2004, becoming the worlds largest production base. Major TFT-LCD makers in Taiwan, such as AU, Chi-Mei, CPT, QDI, Hannstar, Toppoly, and PVI, have contributed greatly to the progress of the CI industry. AU, which receives the majority of its funding from Taiwan, is the third largest panel supplier in the world, and is the largest producer in Taiwan. Chi Mei, the second largest producer in Taiwan, is fast approaching AU in terms of production value. Competitive Advantages and Market Strengths Over 30% of the key components for FPD, such as polarizers, backlight modules, color filters and driver ICs, are manufactured in Taiwan, and local component makers such as Optimax (polarizers), Forhouse and Radiant (backlights), Allied Material Technology, Cando and Sintek (color filters), Novatek and Winbond (driver ICs), work very closely with panel makers. These component and finished product manufacturers are clustered around the Taoyuan, Hsinchu, and Tainan areas, creating an integrated supply chain that further strengthens Taiwans position in the global IT industry. Investment Opportunities and Market Potential As Taiwan is the worlds second largest producer of panels and the market for components is quite large, the government is inviting foreign suppliers of materials and equipment to build factories in Taiwan, to enable faster and more effective product and service deliveries. Panel makers in Taiwan plan to establish G5 and G6 production lines, with the goal of becoming the leading panel supplier in the world. The government aims to generate US$40 billion in FPD production value by the year 2006. The Related Industries Promotion Plan is expected to facilitate the establishment of communication-oriented SoC IC design, fiber-optic components/assemblies, production facilities, software and telecommunications service industries innovation. Increasing the liquidity of financial capital in the stock market The Securitization of Financial Assets Law was implemented on July 24, 2002, with the aim of improving and increasing the liquidity of financial assets, including fully liberalized foreign investments in the public and private placement of securitization of financial assets. Several domestic banks are in the process of cooperating with foreign financial institutions in this regard. According to the rules for MFN and National Treatment, foreign invested banks in Taiwan can compete on an equal footing with domestic banks. They are all granted licenses and can operate as fully-functional branches in Taiwan. In addition, as stated in the Banking Law and Financial Holding Company Law, a foreign financial institution may invest up to a 100% stake in a domestic bank. Moreover, foreign banks and financial holding companies that have sufficient experience and a good reputation can hold shares of up to 100% under their original name. Foreign financial groups may merge with Taiwans local financial institutions under the Merger Law for Financial Institutions, which has been established for the purpose of regulating the merger of financial institutions, expanding economies of scale, enhancing the efficiency of financial institutions and protecting proper competition environments. The law provides a friendly legal environment and mechanism for the operation of Asset Management Companies. Flexible government restrictions allow foreign investors to set up their operations headquarters in Taiwan to conduct multilateral trade a growing trend for foreign companies to gain a more competitive edge. ANALYSIS OF THE TAIWANESE BIOTECHNOLOGY SECTOR Taiwans biotechnology industry includes biotechnology, pharmaceuticals and medical devices. In 2003, the total annual revenue for these industries in Taiwan was approximately NT$131.6 billion, of which NT$29.6 billion came from biotechnology0.9 percent of the total global revenue-represented by 223 companies, each with an average revenue of NT$133 million. Business scope covered included genomics, drugs, diagnostics, agricultural biotechnology, environmental biotechnology, protein drugs, contract research organizations, biochips and bioinformatics. Although the government is supportive of the sector but not many FDIs have been invited. The government can specifically invite FDIs in this sector. 4. Large companies like Biocon and Brighton Research labs should be asked to set up facilities. They can be promised access to markets in mainland China through Taiwan. 5. Most of the raw materials required is being imported, so the government can devise strategies to develop auxiliary industries and make the sector self sufficient. 6. Newer and more challenging topics can be taken up to study. Like human genome sequencing which would help in determining the genetic causes for diseases like cancer and AIDS.

Human service professionals, or helpers, will likely work with many different clients, each with their own set of problems. These problems can range from physical abuse and neglect, aging issues including death and dying, and a number of other issues concerning the basic needs of life. Problems can also encompass the many different situations people find themselves in either as a result of life choices or out of no fault of their own. These problems may include homelessness, combat veteran issues, and mental illness. Whatever the problem or problems are, it is the responsibility of the helper to use a wide range of skills to assess client needs, create a treatment plan, and offer resources and emotional support to the client as they accomplish the goals included in the treatment plan. These skills include communication, empathy, compassion, patience, analytical skills, and teamwork. A range of problems faces human services clients ââ¬Å"Problems for clients are rarely single issues, and the human service professional should approach each client with the expectation of more than one problem.â⬠(Woodside & McClam, 2011, p. 131) Every problem that a client presents with cannot be predicted. In fact, client problems encompass a wide range of needs and circumstances. For example, a client who is struggling with domestic violence may also have a need for mental health support. A client with mental health issues may also be experiencing a lack of food, clothing or shelter. The problems facing clients are very broad and it is helpful to better understand them. Problems facing children and families include physical and sexual abuse, poverty, lack of a healthy home, or little education. Children are especially vulnerable as they cannot provide for themselves. Although ââ¬Å"[t]he best place to serve kids is in their home and with a family,â⬠there may be a necessity for placement in foster care or, in some c ases, adoption (Moffat, 2011, p. 5). The elderly also faceà unique problems such as lack of mobility, losing their independence, and end of life issues. When the elderly can no longer care for themselves, finding in-home care or placement in assisted living or nursing home facilities becomes the focus. In addition, the elderly may struggle with some of the basic needs of life such as food, shelter and clothing. Immigrants, veterans, and people with disabilities face other problems in the human service field. Immigrants struggle with adapting to a new culture in a new country as well as learning a new language. Immigrants may have problems with finding employment, housing, and legal help, as well. Veterans need assistance with adjusting to civilian life including adjusting their skill sets to match employment opportunities. Combat veterans especially struggle with physical and mental disabilities and are in need of appropriate services for rehabilitation. Disabled people face challenges in personal care as well as employment, including issues with rehabilitation and adapting to their disabilities. The need for residential or group care facilities may also be at issue for the disabled community. Problems with substance abuse and addiction, mental illness, and clients with criminal records also exist. Many of these problems co-exist in a clientââ¬â¢s life and need to be addressed as a whole. ââ¬Å". . . the client is an individual comprised of psychological, social, economic, educational, vocational, and spiritual dimensions and possibly will have needs in many of those areas.â⬠(Woodside & McClam, 2011, p. 132) Specific helping skills can be used with clients Essential to the helping process is knowledge and practice of professional and interpersonal skills that help the human service professional in effectively addressing the needs of clients. These skills include communication, empathy, compassion, patience, analytical skills, and teamwork. ââ¬Å"Chief among these are interpersonal and communication skills, because more workers deal directly with a variety of peopleâ⬠(Moffat, 2011, p.9). The work of human service professionals centers on building relationships of trust with the client. It is the responsibility of the helper to facilitate effective communication. Listening is vital to the process. In order to fully grasp the client situation, the helper needs to observe both the verbal and nonverbal messages. Listening involves payingà attention to both words and actions as they go hand in hand in understanding the total message being given. G.E. Egan introduced the SOLER concept for responsive listening. Learning this concept c an be very useful to the human service professional (Egan, 2010). The helper can encourage the client to discuss their issues openly by not changing the subject they have chosen. Effective listening shows compassion for the client and creates an opportunity to show empathy and patience, additional skills that are essential to the success of the human service field. Clients in the human service field come from a variety of situations. Their values and belief systems vary widely as much as their problems do. In order to effectively help people, helpers need to develop acceptance and understanding of these differences. Unconditional acceptance of the client is essential to the success of treatment. Helpers need to see the situation and experience feelings from the perspective of their client. Patience is necessary for the h elping process as there are likely to be setbacks or resistance to the treatment plan. Helpers should learn to adapt their approach as the situation changes; which leads to the skill of critical thinking. ââ¬Å"The ability to think creatively helps workers determine ways to get around hurdles that interfere with clientsââ¬â¢ efforts to succeedâ⬠(Moffat, 2011, p.10). Throughout the helping process, a variety of changes is boundà to occur. Whether these are positive or negative changes, client and human service professional must work together to deal with them and continue to move forward with the assistance process. Using analytical and problem-solving skills, helpers can overcome the roadblocks to treatment and continuously work towards solutions. Treatment often involves networking with a number of other professionals and utilizing a variety of resources. Being able to work well as a team is another essential skill for human service professionals. Psychologists, Social Workers, Mental Health Facilitators and Counselors are all participants in the work of h uman services. Using communication, empathy, compassion, patience, analytical skills, and teamwork, the helper can effectively recognize and define the variety of client problems that exist and work with them towards accomplishing the goal of the helping process, which is to encourage responsibility and promote self-help. In the case of Lee v Chou Wen Hsein (1948), the judgment of the Privy Council allowed the private company to have the provision of the directors for the removal of the other directors. In this situation, the removal of the directors from the office does not have any impact on the directors for claiming the breach of contract (Van Dam, 2013). In the provided case of GGL, the analytical process states that the unrecognized amount of contingent liability leads to the development of material missstements. For this reason, the financial statements of the company may not convey the true financial position of the company. Thus, it is the responsibility of the auditors to assess these material misstatements in order to find out that whether have been created from financial fraud. In case of GGL, there was a greater need to address omission of contingent liability for reevaluating the responses of risk assessment (Daniela Attila, 2013). For this reason, there is a need to make significant decision in respect to susceptibility of material misstatements in the financial statements due to the omission of contingent liability. Thus, based on the above discussion, GGL has the full authority to take action against MYH for tort of negligence. Negative action can lead to compensatory damage for the shareholders that can lead to major economic losses to the shareholders (Munsif, Raghunandan Rama, 2012). Conclusion Based on the whole discussion, it can be said that there is a need for the determination of the overall response for addressing the assed risks with the help of assigning and supervising necessary individuals to take significant engagement responsibilities. The responsibility of the auditors is the evaluation of various accounting policies related with the omission of contingent liability. Moreover, the involvement of the director can increase the profit of the company due to the lease of machinery.
